Cameras, recorder and storage, cabling and labor, and software licensing. Cheap quotes usually cut storage retention or omit per-camera license fees, then the true cost appears later. Ask for retention in days at full frame rate and confirm whether licenses are perpetual or annual.

Where the money is well spent
Storage retention and identification cameras at entrances. Both directly determine whether footage is usable when something actually happens. Ultra-high resolution on every overview camera is usually a worse investment than the right camera at the right choke point.
